Ocean View Plaza Development and Desalination Project - Cannery Row
The Ocean View Plaza project is a sizable mixed-use development project with a proposed small seawater desalination facility. The project has been given the go-ahead under the creation of a 'community services district', although it will supply water for private property. This precedent could spur many private desal facilities along this stretch of the coast and damage efforts for regional planning. Furthermore, the desalination facility, which is located in a designated State Marine Reserve, proposes to employ an open ocean intake for back-up intake, which would be inconsistent with Porter-Cologne 13142.5(b). With the support of Surfrider, the Desal Response Group has filed a petition of the Regional Water Board's decision to permit this intake and awaits decision from the State Water Board.
