Meses de debate dieron fin en consenso con nuevas coordenadas cuando una delegación dirigida por Carlos Vizcarrondo y Ramón Ruiz visitaron Tres Palmas acompañados de una delegación de grupos de interés locales. Un grupo grande se reunió más temprano esa mañana frente a la oficina del alcalde para una Vista Ocular organizada por la Comisión de Recursos Naturales y Calidad Ambiental de la Cámara de Representates de PR. El Presidente de la Cámara de Representates Carlos Vizcarrondo se uni al Presidente de la Comisión Ramón Ruiz en Rincón para ver el area. Entre los que asistieron esta Vista Ocular, se encontraban representates de la Junta de Planificación, el Departamento de Recursos Naturales, SeaGrant, UPR Mayaguez (RUM), pescadores locales, desarrollistas locales, la Junta de Calidad Ambiental, la Asamblea Muncipal, la oficina del alcalde, la Fundación Surfrider, la Coalición Pro Calidad de Vida en Rincón, y ciudadanos interesados. El grupo se traslad desde la plaza del pueblo hasta la marina y mantuvieron una discusión activa sobre el tema. Luego, dos yolas llenas de delegados de diferentes grupos salieron a navegar al área propuesta para protección. Al llegar las botes a la marina, el Presidente de la Comisión de Recursos Naturales anunció que se lleg a un acuerdo en cuanto a las coordenadas para la Reserva Tres Palmas. Aunque este acuerdo entre los delegados no hace el P. de la C. 2983 una ley aón, el consenso representa un paso significativo en hacer la propuesta en ley. Months of debate ended with consensus when a delegation led by Carlos Vizcarrondo and Ramón Ruiz visited Tres Palmas accompanied by a delegation of local stakeholders. The various groups reached an agreement on the coordinates for the proposed Reserva Tres Palmas. Earlier that morning, a large crowd gathered on the steps of the mayor's office for the site visit arranged by the Natural Resources and Environmental Quality Committee of the Puerto Rican House of Representatives. The President of the Committee, Ramón Ruiz was joined in Rincón by the President of the House of Representatives Carlos Vizcarrondo for the site review. The crowd included representatives from the Planning Board, the Department of Natural Resouces, Sea Grant, UPR Mayaguez, local fishers, local developers, the Environmental Quality Board, the Municipal Assembly, the Mayor's office, the Coalición, the Surfrider Foundation, and concerned citizens. The group continued en masse from the town plaza to the marina and had a vigorous discussion before two boats filled with delegates from the different groups headed out to sea to visit the proposed area of protection. Upon the flotilla's return to the marina, the President of the Natural Resource Committee announced that an agreement had been reached for the coordinates for the Tres Palmas Reserve. While this agreement among the stakeholders does not make P. de la C. 2983 law, the consensus represents a significant step in the journey from bill to law. Click here to see the map (210 KB). |
