LA CAMARA de Representantes aprobó por unanimidad el proyecto que establece la Ley de la Reserva Marina Tres Palmas de Rincón.
Segón la exposición de motivos de la legislación, el establecimiento de la reserva no debe interferir ni entrar en conflicto con los Planes de Usos de Terrenos previamente establecidos, tampoco con los Planes del Ordenamiento Territorial, ni con las clasificaciones, calificaciones o zonificaciones vigentes al momento de la aprobación de esa ley, siempre y cuando los mismos no atenten contra la integridad de la misma.
TambiÌn ordena al Departamento de Recursos Naturales y Ambientales asignar $100 mil para la implantación de esa ley, estructurar un Plan de Manejo y rendir informes anuales sobre el estado de la reserva natural a la Asamblea Legislativa.

September 14, 2003 - Tres Palmas Gets Closer to Permanent Protection
The Puerto Rico House of Representatives unanimously approved the bill that designates the Tres Palmas Marine Protected Area.
The Marine Protected Area will provide permanent protection to the threatened reefs of the area and is a result of over three years of lobbying, outreach and education by locals.
According to the exhibition of reasons for the legislation, the establishment of the reserve should not interfere nor enter into conflict with the previously established Land Use Plans or with the Planes del Ordenamiento Territorial, nor with the effective classifications, qualifications or zonificaciones at the time of the approval of that law, as long as such they do not undermine the integrity of the marine protected area.
The legislation also orders the Department of Natural and Environmental Resources to assign $100,000 for the implementation of the law, for the drafting of a Management Plan and to render annual reports on the state of the natural reserve to the Legislative Assembly.
The bill must now pass the Senate and then be signed by the Governess to become a law.
