Makar Residential Development Project

Orange County developers have set their sights on another prime Gaviota Coast parcel.  Speak out at County EIR Scoping hearing and stand up for our coast!!

What:  County hearing to define the scope of upcoming EIR for Makar Residential Project, 2 massive luxury homes and accessory buildings on 2 parcels between Bacara and Naples.

When:  Public hearing Monday April 7, 2008.  6:30 PM

Where:  Planning Commission Hearing Room, 105 E. Anapamu Street, First Floor

Background: Orange County developers Makar Properties owns 2 large lots on the Gaviota Coast, in addition to 25 Naples lots.  Makar has applied for 2 houses (totaling over 22,500 square feet) on the 2 large lots, and eventually will develop up to 10 houses on Naples.  The Makar property is used by the public to access Naples.  The lands are a part of the former Dos Pueblos Golf Links Project, rejected by the Coastal Commission in 2002.

Makar has asked the County to prepare an EIR for the 2 lots, so the County is circulating a scoping document for the public to identify the issues that should be considered in the EIR.  Written comments on the scoping document may be submitted to abell@co.santa-barbara.ca.us by April 21.

Talking points:  Public comment should ask for the most comprehensive EIR possible.  The development is proposed on highly constrained parcels possessing important biological and cultural resources.  The developer has proposed to use berms to screen the houses, in violation of County policy.  Public recreational use of the parcel has created a prescriptive easement that has been ignored by the County.  Public comments can identify project impacts to terrestrial and marine biological resources; the visual qualities of the Coast as viewed from trails, cars, trains and from the surf zone; sprawl from extending urban water service; conflicts between mega-mansions, agricultural zoning and with the rural character of the Gaviota Coast; cultural resources; the unsuitability of septic system discharges due to soil conditions and the fragile coastal bluff; bluff setback adequacy in light of sea level rise and changing weather patterns; the need for comprehensive public access in the area to manage impacts to natural resources, etc.
