Please use this manual as a reference source, rather than a book that should be read from cover to cover. The first two sections are a general description of the problems facing healthy ecosystems and how marine protected areas serve as a tool to resolve those problems. The following sections briefly describe the relevant state laws and how marine protected areas, as well as the process for designating these areas, meet the mandates of these new laws. Finally, we offer some typical questions and answers that the authors have confronted during our on-going research of this subject, as well as a short list of references for those readers who want further clarification of the topic.
