Activist Spotlight: Anna Lucia Lopez Avedoy

Q: Please give us a brief introduction about yourself. How has your unique experience as someone from the Latinx community framed your perspective as an activist and as part of the Surfrider network?

Mi relación con el mar inicio cuando trabaje como salvavidas en Tijuana, dándome la oportunidad de conocer y vivir de cerca la problemática de la contaminación del agua de mar, del 2008 al 2010 coordine programas salvavidas junior para la División de Rescate Acuático, por lo tanto creció mi compromiso hacia la salud de los usuarios, del 2012 a la fecha coordino programas de salvavidas junior en Out of the Boat Swim (OBS), al pasar los años he observado como ha crecido la problemática de las descargas de drenaje sanitario, siendo urgente la conexión para colaborar con quienes quieren ser parte de la solución, como Surfrider.

(English translation) My relationship with the ocean began when I worked as a Lifeguard in Tijuana, it allowed me the opportunity to live through and learn about ocean water contamination issues. From 2008 until 2010, I coordinated the Junior Lifeguard programs for the Aquatic Rescue Division, this helped me grow my commitment towards the health of our resources. Since 2012, I have been coordinating programs for Junior Lifeguards as part of the Out of the Board Swim (OBS), as the years have passed I’ve observed as our wastewater discharge issues have grown and I feel an urgent connection and need to collaborate with those who want to be part of the solution, like Surfrider.

Q: What is your current job or role in your local chapter?

Hacer recorridos por la playa, estar atenta ante las descargas y escurrimiento de agua de drenaje sanitario  al mar, reportar los escurrimientos y descargas, informarme de las acciones de los actores que inciden en el tema de las descargas, hablar abiertamente sobre la contaminación del agua en la playa, dar pláticas y talleres sobre el cambio climático y la calidad de agua como colaboradora de la  Climate sciencie Alliance, publicar en la página de Facebook descargues sanitarios al mar, sumarme a los esfuerzos de ciudadanos y organizaciones para denunciar y buscar soluciones a las descargas de aguas residuales a la zona costera.

(English translation) I do beach runs to keep watch ahead of wastewater discharges and runoff into the ocean, I then report runoff and discharges and keep myself informed on the actions of the bad actors who incite these discharges. I also speak openly about water contamination on the beach and host talks and workshops on climate change and water quality as a member of the Climate Science Alliance. I publish water quality results on Facebook and join citizen efforts and organizations to denounce discharges and find solutions for wastewater in coastal areas.

Q: Why and when did you get involved with the Surfrider Foundation?

En el 2018 observe el incremento y permanencia de derrames  y descargas de aguas de drenaje sanitario al mar, previo al 2018 las descargas eran temporales, por lo general previas a semana santa, sin embargo ese año, desde enero hasta  semana santa había varias descargas activas permanentes a lo largo de 4.900 kilómetros en la playa de Playas de Tijuana, para semana santa niños jugaban con esta agua proveniente de las descargas, mientras que los adultos pasaban el día a un lado de la salida de la descargas, ´por lo tanto recurrí a miembros de Surfrider involucrados en ciencia ciudadana a través del monitoreo de calidad de agua para que  pudieran documentar y obtener datos del alto índice de bacterias de coliformes peligrosas para los usuarios de la playa, comprobando así que dichas descargas presentaban un grave problema de salud para los surfos, bañistas y usuarios de la playa.

(English translation) In 2018, I observed a consistent increase in wastewater and sewage spills into the ocean. Prior to 2018 the discharges were seasonal, typically occurring during Holy week, but this year from January until Holy Week there were active permanent discharges. It spanned 4.9 Kilometers of the beaches in Tijuana, where children played with this water from the discharges as adults spent the day alongside the outflow pipes.

I organized members of Surfrider’s citizen science water quality monitoring program so that they could document and obtain data on the high rate of dangerous coliform bacteria for beach users, thus verifying that said discharges presented a serious health problem for surfers, bathers and beach users.

Q: Do you have any experiences where the Latinx and environmental movements have intersected?

Si, soy miembro de la Red Ambiental Baja California, agrupación de ciudadanos y organizaciones de la sociedad civil, la red participo en reclamo a autoridades respecto al tema de la enorme descarga de aguas residuales al mar en playas de Tijuana a escasos metros de la frontera con Estados Unidos, la descarga inicio el del 9 de abril del 2020.

El seguimiento expedito de la Red al tema de la descarga, se materializo el 11 de abril del 2020 a través de una carta dirigida al Comité de Playas Limpias, Gobernador de Baja California, el Director de la CESPT y el Presidente de la Comisión de Planeación, Urbanismo, Obras y Servicios Públicos, en la cual los miembros de la red exigieron: 1. se cumplieran las promesas de campana del Gobernador, para solucionar el problema sanitario que representan las descargas de aguas residuales en la zona costera. 2. Que el presidente municipal en su calidad de Representante del Comité de Playas Limpias de Tijuana convocara a reunión extraordinaria de los miembros de dicho comité para buscar resolver la problemática de las descargas. 3. Al Cabildos Municipal, la declaración de moratoria a la expedición de permisos para más desarrollos inmobiliarias en la zona costera, ya que la infraestructura de drenaje sanitario no fue planeada para tal crecimiento urbano. Y 4. Al director de la CILA, promover la participación proactiva y comprometida en el comité de playas limpias.

(English translation) Yes, I am a member of the “Ambiental Baja California” network, a civilian group of citizens and organizations. The network participated in holding authorities to task in regards to the wastewater discharges into the ocean and at Tijuana beaches, a few meters from the United States border, the discharges started on April 9, 2020.

The prompt action of the network regarding the discharges, materialized on April 11, 2020 through a letter addressed to the Clean Beaches Committee, the Governor of Baja California, the Director of the CESPT and the President of the Planning Commission, Urban Planning, Public Works and Services, in which the members of the network demanded: 1. the promises of the Governor's campaign be fulfilled, to solve the sanitary problems represented by wastewater discharges in coastal zones. 2. That the municipal president, in his capacity as Representative of the Tijuana Clean Beaches Committee, call an emergency meeting of the committee members to resolve the problem of the discharges. 3. To the Municipal Councils, to issue the a moratorium on the issuance of permits for more real estate developments in the coastal zone, since the sanitary drainage infrastructure was not planned for such urban growth. AND 4. To the director of the CILA, promote the proactive and committed participation in the clean beaches committee.

Q: What are some local issues that are affecting your ocean, waves and beaches?

El crecimiento de la ciudad, la infraestructura de drenaje sanitario deficiente, insuficiente y la fata de mantenimiento a la misma, la falta de acceso a la información de manera pública de los monitoreos la calidad de agua generada por la COFEPRIS, la contaminación por residuos plásticos, la falta del cumplimiento de las políticas públicas para el beneficio de la zona costera, el incumplimiento de la ley de desarrollo urbano en Playas de Tijuana donde cada vez se construyen más torres de departamentos, el derrumbe de taludes y la corrupción

(English translation) The growth of the city, deficient sanitary drainage infrastructure and the lack of maintenance thereof, the lack of access to public information on the monitoring of the water quality generated by COFEPRIS, plastic waste contamination, the lack of compliance with public policies for the benefit of coastal areas, the breach of the urban development law in coastal Tijuana where more and more apartment towers are being built, erosion and corruption.

Q: What Surfrider projects have you worked on?

He colaborado en el monitoreo de calidad de agua en agosto de 2018.

(English translation) I’ve been working on water quality monitoring since August, 2018.

Q: What's been your experience being a surfer and/or ocean enthusiast as someone from the Latinx community?

Hay interés en el tema de calidad de agua para uso recreativo y mucho trabajo por hacer.

(English translation) There’s interest in water quality for recreation and much work to be done.

Q: What is the most important thing you tell others about Surfrider?

Su interés, dedicación y compromiso a lo largo de los años llamando a la comunidad binacional para educarnos e involúcranos a través de acciones ciudadanas informadas en la importancia de tener un océano limpio y sano para todos los seres vivos.

(English translation) Surfrider’s interest, dedication and commitment throughout the years calling on the binational community to educate us and involve us through informed citizen actions on the importance of having a clean and healthy ocean for all living beings.

Q: Anything else you'd like to share with our network about your journey?

A lo largo del paso de los años he desarrollado la responsabilidad y compromiso con las generaciones futuras y los seres vivos con los que cohabitamos en el planeta. Cuando veo una descarga de aguas residuales al mar o entro al agua y mi piel o wetsuit huele mal, siento respeto por todos lo que desde su ámbito están trabajando o dando su tiempo como voluntarios para solucionar el problema de la contaminación del mar, ya sea por aguas sanitarias y residuos plásticos.

(English translation) Over the years I have developed a responsibility and commitment to future generations and the living beings with whom we cohabit on the planet. When I see sewage discharge into the sea or enter the water and my skin or wetsuit smells bad, I feel respect for everyone who is working or volunteering their time to solve the problem of ocean pollution, whether it is working for clean water or against plastic waste.
