Victory for Puerto Rico's Tres Palmas Marine Reserve

A Historic Victory Protects Tres Palmas Marine Reserve and Permanently Halts the Destructive Rincón Bike Path Project

Rincón, Puerto Rico – Coastal communities, environmental organizations, and the Management Committee of Tres Palmas Marine Reserve celebrate a historic victory in defense of one of Puerto Rico’s most important marine ecosystems. Following a court ruling in Aguadilla, permits were revoked for the Rincón Bike and Pedestrian Path project, and an immediate halt of all construction was ordered.

The court ruling concluded that the Puerto Rico Highways and Transportation Authority authorized and processed the project in violation of regulations, making substantial changes without the required amendments, using incorrect or incomplete information, and obtaining permits and certifications that did not comply with legal requirements or existing environmental restrictions.

The court further determined that the project impacted protected areas of high ecological value, including areas near the Maritime Terrestrial Zone and public domain lands. A plan to identify affected areas and establish stabilization and environmental remediation measures has been ordered.

This ruling brings to an end more than a year and a half of sustained civic mobilization and confirms the concerns raised by communities and organizations since the beginning of the project.


A historic community struggle
Over the past 18 months, thousands of people from Puerto Rico and abroad united in defense of Tres Palmas Marine Reserve. Through demonstrations, marches, bike rides, paddle-outs, educational activities, community meetings, and public awareness campaigns, their collective voice was made clear — the proposed Rincon Bike and Pedestrian Path was not acceptable.

During the emotionally charged struggle, several individuals on the front lines of community-led protests were arrested, and Rincon was an epicenter of media attention and conflict. Extensive fundraising efforts were carried out by the community to cover the legal, expert, and organizational costs necessary to defend Tres Palmas Marine Reserve and its coral reef, wildlife, and waves.

Every donation, every hour of volunteer work, and every act of solidarity contributed to this historic outcome.

The campaign to defend Tres Palmas was led by a broad community and multi-sectoral coalition made up of environmental organizations, community groups, residents, scientists, beach users, business owners, and locals committed to protecting Rincón’s natural heritage.

Coalition partners included:  Amigos de Tres Palmas, Paseo Responsable, Bosque La Armonía, Campamento CEMI, Siete Colindantes, Rescate Camino El Faro, Rincón Water Safety, Isla Mar, and Surfrider's Rincón's Chapter. 

In addition, more than 150 local businesses publicly expressed their support for this community effort, demonstrating broad backing from Rincon's diverse sectors.


An ecosystem of incalculable value
Established in 2004, Tres Palmas Marine Reserve protects one of the most important coral reef ecosystems in the Caribbean and provides essential habitat for Elkhorn coral (Acropora palmata), sea turtles, tropical fish, and numerous marine species. The reef provides a critical natural barrier for Rincon against storms and waves and is home to some of the most popular surf sports in Puerto Rico.

The famous Tres Palmas wave is internationally recognized as one of the most valuable surf breaks in the Caribbean, both ecologically and recreationally, sustained directly by the health of the coral reef and the unique oceanographic conditions of the area. Its integrity depends on the conservation of the coral ecosystem and the natural balance that also protects Rincón’s coastline from erosion and extreme wave events.

The Bosque la Armonía, which was in the crosshairs of the proposed bike path, is a biodiversity refuge, wildlife corridor, and a space for environmental education and community engagement. Its protection is an essential component of the environmental balance that supports both marine life and the cultural and scenic value of Rincón.


A precedent for Puerto Rico
This victory extends beyond Rincón and establishes an important precedent for communities across Puerto Rico. The case reaffirms that no project, regardless of who promotes it or its economic scale, can stand above environmental laws or the right of communities to participate in the protection of their natural resources.

The court decision also opens an important discussion on environmental public policy, highlighting the significant economic challenges communities face in protecting natural areas while multi-million-dollar projects may proceed without full compliance with legal and environmental review processes.

Gratitude to those who made this victory possible
The cancellation of the bike path project was largely made possible by Amigos de Tres Palmas and its co-management of Tres Palmas Marine Reserve. This grants the organization legal standing  to bring cases like this before the court. Without this standing the process would have been practically impossible under Puerto Rico law. This highlights the importance of organizations being actively involved in the management and protection of designated natural areas.

The victory demonstrates that when a community organizes, participates, and perseveres, it can successfully protect its natural heritage and ensure that future generations continue to enjoy Puerto Rico’s ecological treasures.

The story of Tres Palmas now stands as an example for Puerto Rico and the world of how civic participation, community organization, and environmental stewardship can prevail in the face of threats to irreplaceable natural resources. The success of the reserve represents more than two decades of community work, scientific research, environmental education, and participatory management. It has become a community-based conservation model recognized both locally and internationally.
