Surfrider Foundation Oregon supported the successful passage of the Wrecked & Washed Up Debris Bill (SB 795) during the 2025 legislative session—a practical win for Oregon’s coast.
Abandoned and derelict vessels are a persistent source of pollution in Oregon’s bays and rivers. As these vessels break apart, they release debris like foam, docks, fuel containers, and fiberglass, much of which eventually washes up on our beaches. The cleanup burden often falls on local communities.
For years, port managers and coastal community members have called on the state to take more effective action. But until now, the Department of State Lands faced a clunky process with many hoops to jump through before they could remove clearly abandoned vessels.
SB 795 changes that. The new law streamlines the removal process and gives state agencies the authority and tools they need to act faster. It will reduce long-term debris, alleviate community frustration, and improve Oregon’s ability to keep its waterways and beaches clean.
