Increase stewardship and protection for recreationally and ecologically important rocky habitats along Oregon's ocean shores.
Surfrider Foundation is working with our partners within the Oregon Ocean Alliance to advance the Rocky Habitat Stewardship Bill HB 3587 during the 2025 legislative session. Understood and experienced by most Oregonians as "tidepools", Oregon's shoreline is nearly 40% lined with rocky habitat. Rocky habitats both along the shore, but also further offshore (submerged rocky "reefs" and islands) are some of the most important and diverse habitats on the planet.
Surfers, divers and coastal recreational users such as birders and marine mammal enthusiasts understand the special opportunities these habitats create. This is one reason why Surfrider helped lead a state and public process to designate special rocky habitat areas for greater protection and management. The success of those designations depends on the state (and the public's) investment in their ongoing management and stewardship, which is exactly what the Rocky Habitat Stewardship Bill aims to do!

From providing essential habitat for fish and invertebrates to haul-outs and nesting for marine mammals and birds, to providing opportunities for recreation, access, education and research, investing in the ongoing stewardship and management of these special places is an important strategy for our Surfrider chapters in Oregon.
